Planet Homon, Homon System–Leaders from the Blue Sabre Federation, Kolohe Mining Group and the Restored Empire gathered on Homon to formalize the creation of the Outer Systems Alliance. Gathering together out of a common purpose of securing their own sovereignty, maintaining their independence and a mutual desire to establish an Alliance free from the dictates of any singular government or organization, the three founding members of the Outer Systems Alliance (OSA) formally promulgated the Charter establishing the Alliance.

Looking at the current diplomatic landscape and current Galactic affairs, the OSA was established to promote the security, prosperity, and stability of its member factions through mutual defense, diplomatic cooperation, economic partnership, training opportunities and peaceful conflict resolution. Representing the joining together of three established authorities that cross the spectrum in regards to economic, military and territorial power, the OSA has been formed out of the desire to not have an Alliance dictated by the careful hoarding of intellectual property, a polity dictated by the size of a particular member or internal affairs being effectively controlled by the dictates of another power.

This was not done out of a rejection of many similar alliances that seek to straddle the divide between the main combatant groups of the Galactic Civil War, but rather out of a desire to find a framework that matched the unique requirements of many governments looking for a “Third Way” in galactic politics/diplomacy.

To that end, the Outer Systems Alliance places a heavy emphasis on true cooperation between member states, as well as promoting both equality and equity between its members. Economic partnership is encouraged through the lens of free trade, production and logistical cooperation, as well as establishing clear guidelines to protect members from being forced to give up their own sovereignty or economic advantage. The focus of economic cooperation is one of free will and free trade, not dictates from an unaccountable Alliance leader or member.

The OSA also establishes mutual defense between the member states, taking into account the fragmenting nature of the current status of Galactic security and the empowerment/emboldening of many criminal/underworld groups by the direct actions or inactions of powers that once were thought to keep them in check. But in keeping to its principles of individual sovereignty, the OSA Charter does not dictate that founding or future members are required to be dragged into the pre-existing conflicts or diplomatic affairs of individual member states.

Finally, the OSA has an elected High Commissioner that is chosen from amongst the full-status members of the Alliance. Eschewing the belief that member prestige or size should be the sole consideration for the public face of an Alliance, the OSA instead will turn to its membership to decide their spokesperson for the term. All members will have equal representation, there will be no built-in veto systems or weighted advantages in dealings, and most importantly there is no charter-granted deference given to any founding member that would allow for the OSA to act as an extension of their domestic government.

The representatives of each of the three founding members of the OSA will be meeting in the coming weeks to elect the inaugural High Commissioner, hold initial plenary meetings and begin to consider applications for observer and probationary members.
